Foster is a Bracken county town on the Ohio River at the mouth of Holts Creek, about 12 miles northwest of Brooksville. It was named for Israel Foster, an early settler. Before the arrival of the railroad it was a river port and had some manufacturing.

Foster was incorporated in 1850 and dissolved in 1999.

A Fosters Landing post office opened in 1847 and became Foster in 1850.

The population in 2010 was 44.

Near Foster is the Captain Meldahl Locks and Dam, built circa 1964. It replaced the Ohio River Lock and Dam 34, also known as Chilo, that was built circa 1925 and demolished circa 1964. The upstream dam 33 was near Maysville and the downstream dam 35 was near Oneonta.
